Stand-alone car washes addressed

BARSTOW • The Planning Commission voted unanimously Monday to allow stand-alone car washes in the city’s general commercial, highway commercial, light industrial and general industrial zoning districts.

The vote came about after a man applied to build a stand-alone car wash, which is not specifically addressed in the Municipal Code.

“The Barstow Municipal Code is pretty silent when it comes to stand-alone car washes,” City Planner Mike Massimini said. “We have some stand-alone car washes, but most of them predate the current ordinance.”

Car washes as part of a fueling station are addressed as an ancillary use to the fueling station, and an existing fueling station that adds a car wash needs a conditional use permit to do so. The applicant for the new stand-alone car wash created the need to address that kind of business in the Municipal Code.

“When the gentleman came in, it was clear that we did not have this adequately addressed,” Massimini said when asked by Commissioner Andrew Ziemer if the vote was being done “just to get another car wash in town.”

“This is an effort to do a quick method to allow the Planning Commission to review these types of uses under the conditional use permit, before we actually take this to code amendment,” Massimini said. “Sometimes the code amendment can take a bit of time, so this kind of offers the commission a stop-gap measure before we get to that point.”
